The Main Trends in the State Policies in Higher Education in the OECD Countries

Abstract: The development of modern higher education systems is affected by three factors, which may be considered to be global as they are characteristic not only for all 30-members of OECD (The Organization of the Economical Co-operation and Development), but for the partner countries of OECD as well:- the rise in the level of education of the general population;- the internationalization of the education market;the active development of self-governance in higher education institutions, or the "autonomization" of education.These factors determine the main interdependent trends in the government policies in higher education in the OECD countries:- increasing the accessibility of higher education- insuring the quality of education- increasing the financial efficiency in the higher education sector.
