Abstract:
The article critically analyzes the attempts to rate the regional education systems. It is shown that rating procedures can be used only in a very narrow segment of the education sphere. The authors consider the issues of the quality of raw data and data analysis techniques necessary to obtain high-quality management information. The adequacy of conclusions and of estimates based on numerical data analysis is discussed. The authors present specific suggestions on the use of rating procedures in the education sphere and in the advanced research. That would largely help to provide the necessary information for managing these spheres.Comments by N.V. Kovaleva
