Abstract: The article is dedicated to the issues of the efficient use of budget funds in the scientific and technological sphere. The relevance of the chosen research topic is determined by slowing down the process of commercialization of intellectual products of higher educational establishments and research institutions and low innovation activity of Ukrainian enterprises. This fact determined the formulation of objectives – to develop and ground some practical recommendations for improving the mechanism of financing and investing budget funds in conducting fundamental and applied research in higher educational establishments and research institutions subordinated to the Ministry of Education and Science of Ukraine. Practical problems of the innovative development of Ukrainian economy are characterized by their complexity and low level of implementing innovations obtained through scientific and research work of higher educational establishments and research institutions responsible for the quality of the suggested intellectual products to be used in Ukraine. It is indicated that the determining factor in the development of scientific and technological sphere is the appropriate level of public financing and incentives for innovation-oriented enterprises. On the basis of the conducted studies, financing of fundamental and applied research in higher educational establishments and research institutions from the state budget is considered with the efficiency of their activities being taken into account. Attention is focused on the fact that while summarizing the scientific and technical activities, it is crucial to have an improved system of monitoring and indicators available, groups of which are defined and presented in this article. The essence of the reporting campaign of higher educational establishments and research institutions (subordinated to the Ministry of Education and Science of Ukraine) aimed at summarizing the results of scientific and technical activities for the reporting period and their implementation in the activities of Ukrainian companies that were performed by scientific and pedagogical workers, doctoral students, post-graduate students and students within public financing, as well as at the expense of other customers according to the approved thematic plan is analyzed and described. The general scheme of reporting by higher educational establishments and research institutions subordinated to the Ministry of Education and Science of Ukraine is presented, as well as the main criteria currently used to evaluate the efficiency of their scientific and technical activities. The emphasis is made on the next year distribution of the state budget funds allocated for financing research projects in higher educational establishments and research institutions in Ukraine on the basis of the reporting campaign. Recommendations for improving the mechanism of financing and investing budget funds in scientific and research work performed by higher educational establishments and research institutions are grounded on the basis of international experience and research achievements of Ukrainian scholars, as well as on the analysis of Ukrainian legislation in the field of scientific, technological and innovation activities and protection of intellectual property rights.
