Abstract: This paper evaluates the regulatory model of the Brazilian telecommunication sector, presenting some explanations for the potential financial crisis of its major companies. Telephone companies declare that their low profitability is due to the regulatory model. In spite of the coherence of analysis among the main telecom sector players, there are multiple alternative solutions to this dilemma. This paper discusses the risks involved in some of these options for reforming the telecommunication regulation model. The major conclusion is that different regions characterize different telecommunications markets and require different regulatory models. Thus, there is no single model capable of dealing with the regional disparities in this sector and their specific needs.
