Abstract: The aim of this paper is to calculate a human opportunity index for Brazilian states and then analyze the disparities in the country regarding equality of opportunity. We use a logistic regression model for the probability of individuals having access to basic services, like electricity, clean water, sanitation and schooling. Based on this, we build the Human Opportunity Index. The estimation results indicate that there are great differences between the Brazilian states, especially in the access to sanitation. Thus, this is the service that needs more attention by social policies.
