Abstract: The article aims to contribute to overcoming the challenges regarding the capacity of analysis and action for regional and territorial development. In order to do so, it discusses the relationship between knowledge and planning - between science and science-based action. Following an analysis of this relationship, during the period prior to the prevalence of the New Public Management theories in which the conditions leading to the failure of the postwar development planning strategies are investigated, we ask ourselves if any developments in the sciences of society that may offer grounds for planning a development based on growth, equity and sustainability have been seen. From there, this article explores the possibility that theories of endogenous and sustainable development (TESD) can support new planning processes. The main focus, in this task, is placed on the concepts of clustering, technological trajectories, value chains, and local and regional economies.
