Box B: The Outlook for Young NEETs

Abstract: This box examines the nature of the UK NEET problem before presenting a five-year forecast alongside descriptive analysis of regional differences. We find that the recent rise in NEETs is driven predominantly by economic inactivity rather than unemployment, with mental health a primary driver. We expect the number of young NEETs to remain above 1 million over the next five years, rising to 1.14 million by 2030 should youth inactivity continue to rise. We find that the incidence and drivers of NEETs vary substantially across UK region, suggesting that policy is likely to be most effective where it is designed and targeted locally.
