Tax Increment Financing: Municipal Adoption and Growth

Abstract:
Looks at what cities adopt TIF plans and whether they experience greater growth in property values. A structural probit model of TIF adoption is estimated accounting for the simultaneous determination of property value growth and TIF adoption. Sample selection issues are discussed and corrections are made in estimation.
