Federal Government Growth: Leviathan or Protector of the Elderly?

Abstract: Briefly reviews the entire history of the federal budget and describes the evolution of pension and health program spending for the elderly in some detail. Uses the evidence on budget trends to speculate on the relevance of selected normative and positive theories of government growth.
