Do State Business Climates Still Matter? -- Evidence of a Structural Change

Abstract: Concludes that (based on data from 1967 to 1988) state and local government variables influenced manufacturing employment more significantly during the 1970s than during the l980s, but that there was little impact on other industrial sectors.
