Fiscal Capacity in New York: The City Versus the Region

Abstract: This paper addresses the difficulties in developing comparative measures of fiscal capacity for jurisdictions with widely varying authority to levy taxes, with particular reference to New York City (NYC) and its region. It compares income and property wealth in the region and computes both representative tax system and income-with-exporting measures of capacity. In terms of both income and taxable property wealth, NYC’s values per household are low relative to the region. However, taking account of the City's ability to export taxes to non-residents, its fiscal capacity goes from 25 percent lower than the median jurisdiction in the region to approximately 20 percent higher.
