European Electronic Toll Service in Bulgaria

Abstract: This article studies the existing vignette sys­tem for collection of toll charges for the use of the republican roads network in Bulgaria. It analyzes the efficiency of the system, points out some of its imperfections, and evaluates how the European electronic toll service (EETS), in­troduced in Bulgaria, will better reflect both the user pays and the polluter pays principles.
