Abstract:
The article presents the development of a new theoretical model (approach) which examines the outcomes of the fragmentation of property and the powers over a given property defined as a “conflict between utility and efficiency when a property is fragmented.†Furthermore, the paper presents the possibility of applying this model in the regulation of some worrying tendencies, observed in the construction sector in Bulgaria, as well as around the world.
