 Institutional Modernization of the Public Administration: Opportunities and ChallengesZlatina Shotarova
Ikonomiceski i Sotsialni Alternativi, 2026, issue 2, 131-151 Abstract: The purpose of this publication is to analyze the processes of institutional modernization in the public administration, focusing on the transition to digital governance in the healthcare sector in Bulgaria. Through the application of qualitative content analysis and a systematic institutional review of strategic and regulatory documents, the opportunities for increasing administrative capacity and management efficiency are examined. The results of the analysis reveal significant regulatory deficits and a discrepancy between technological progress and established administrative practice, manifested in the maintenance of parallel paper-based documentation. The lack of clear regulation for telemedicine and the secondary use of health data limits the transformation of digital systems into an effective mechanism for modern management. Achieving administrative maturity is attainable only through the refinement of the legislative framework and the transformation of information systems into a tool for strategic decision-making, rather than merely for statistical reporting.
