Measuring Economic and Social Rights to Hold Governments Accountable

Abstract: Developing rigorous monitoring tools has been a persistent challenge for human rights NGOs working on economic and social rights. Article 2 of the International Covenant of Economic, Social and Cultural Rights obliges each state party to take steps toward “achieving progressively the full realisation of rights“ to “the maximum of its available resources.”
