Abstract: More than one decade ago, the Development Assistance Committee of the Organisation for Economic Co-operation and Development (OECD/DAC) adopted a visionary report entitled Shaping the 21st Century: The Contribution of Development Co-operation. This report proposed a set of international development objectives which, in the course of subsequent years, evolved into what are now known as the Millennium Development Goals.
