Abstract: The PMP is the tool created to comply with the obligation established by the 2007 reform (the Integral Fiscal Reform, IFR) to achieve 20% savings by the end of the current administration, at a rate of 5% per year. It is a programme for reducing administrative expenses and energy costs.
