Abstract: The last decade of the past century was dominated by paradigmatic controversy on the sequences of restructuring and privatization processes. The economy was registering suboptimal economic performances characterized by severe declines in the GDP; huge losses of the state-owned companies, and huge interenterprise arrears that accounted for over 35% of Romania’s GDP.
