Abstract: The article presents a concept of a process approach to the supplies of goods and services in a public higher education institution. The presented processes include also the internal orders and the external ones. The supplies are implemented in line with the public procurement law. It introduces a limitation for the proceeding which follows the ISO 9001 norm. The presented divagations are a development of the basic concept based on a pure process approach which has been implemented for a few years in public higher education institutions. After the first experience the concept evolved into a new one due to the necessity to aggregate the orders and a reluctance to single source procurement procedure.
