Abstract: The intention of this paper is to analyze a set of factors that determine the challenges of the Croatian export sector during the past two decades and provide suggestions and recommendations for the design of tailored and consistent national policies in various segments, especially the industrial, research and development and technology policy, they rely on the totality of Croatian economic relations with foreign countries with the most significant part being exports. Along with the policies necessary to strengthen the administrative capacity of the system of economic diplomacy, the agency for the promotion of exports and CCE. A key prerequisite for the internationalization of the Croatian economy is comprehensively designed to promote and encourage the further development of Croatian innovation, technology and export - oriented enterprises and their networking into clusters and other internationally competitive organizational forms.
