Editor's choice The reform of English higher education: universities in global, national and regional contexts

Abstract: There appears to be little coordination between national policies for higher education and for regional development, despite the fact that universities play a key role in local and regional economies (through direct and indirect expenditure on goods and services, the provision of jobs, the development of a more highly skilled workforce and the generation of new knowledge). The reform of English higher education triggered by the publication of the Browne report in 2010 has further encouraged higher education institutions to focus on their position within a national (and international) market place rather than as contributors to local and regional economies (and cultures). This article explores some of the reasons for this blind spot in national policy making.
