Abstract:
The year 2000 was expected to be pivotal in education policy. The presidential candidates chose to make education a national issue and offered fundamentally different approaches to improving education. Education measures occupied prominent places in many states and the U. S. Supreme Court appeared ready to decide the constitutionality of vouchers. This article examines the results of the 2000 elections and evaluates whether the election of George Bush, the institution of a national testing program, and a voucher ruling by the Court are likely to alter fundamentally the federal-state relationships in American education policy.
