Abstract:
The Intermodal Surf ace Transportation Efficiency Act gave state governments increased flexibility in spending federal transportation grant funds. However, most of the flexibility was not used; there are many other potential sources of inflexibility in transportation policymaking. States were more likely to use flexibility if they were politically liberal, had larger populations and, other things being equal, had less metropolitan populations. States that were previously more involved in nontraditional transportation programs were also somewhat more likely to use flexibility. Copyright 2002, Oxford University Press.
