Policy Implications of New Grain and Oilseed Market Structures for Quality

Abstract: Public agencies have the mandate to determine the point of intervention and delineation in balancing the equity between private information (and potential market power) and the public right to information. Symmetry of information availability will increasingly favor those who have access to alternative market structures. Therefore, producers' future competitiveness depends on public policy decisions with respect to the amount and form of, as well as access to, accurate, objective, and consistent information. Consequently, the role of public agencies may need to be clarified and redefined, given the implied functional changes and the expanded need for multiagency coordination.
