A comparative analysis of India and other Asian countries based on science, technology and development indicators

Abstract: A comparison of indicators of research publication, patenting and education in India and countries in the newly industrialised Asian region reveals striking differences in each of these areas. These serve to illustrate the different outcomes of policies adopted in these regions, which are briefly discussed. We suggest that systemic aspects in the development of S&T and manpower resources, including the effects of international migration, could underlie the causes of divergence in the economic growth pattern of these regions emphasising the role of planning, evaluation of policy and governmental intervention in steering development in the desired direction.
