Abstract:
This paper starts with an analysis of how political and organizational factors shape the general and specific criteria used to determine the set of science indicators that will be used to assess a science agency's performance and then proceeds to develop an approach that can be used to assess the appropriateness of specific indicators and indicator methodologies.
