Research funding by city: an indicator of regional technological competitiveness?

Abstract: The chief funders of university research in Canada distribute their funds through a competitive peer-review system. We calculated the research investments by each agency in 27 distinct regional districts/cities of Canada, and plotted expenditures against the proportion of highly qualified persons in the population, as an indicator of its receptor capacity. These ratios should be a good indicator of the ‘productivity’ of the region in terms of intellectual property. The existence of several, globally competitive, clusters in Canada is well-documented and clear linkages to university research have been traced through studies of licensing and spin-off activities. The biotechnology and information and communication technology (ICT) sectors are examples of areas where there appear to be clear links between granting agency investment and industrial activity.
