Research evaluation systems: sources of policy information and ‘evaluation push’

Abstract:
Research evaluation is not only conducted through ad hoc projects but also through large-scale, long-term, systematic evaluations of entire sectors or activities. These are denoted ‘research evaluation systems’. One characteristic of such systems that has not been studied sufficiently is ‘evaluation push’ — the process through which evaluation criteria influence the conduct and performance of research. Two UK research evaluation systems, operated by the ESRC (Economic and Social Research Council) and the former UFC (Universities Funding Council), have distinct evaluation push characteristics. Both systems, and the UFC one in particular, are also major sources of information for policy-makers. Copyright , Beech Tree Publishing.
