R&D evaluation in Portugal

Abstract: The evolution of evaluation activities in Portugal, and the changes observed in the Portuguese science and technology system are discussed in detail to buildup a reference framework for the analysis of the present situation. It appears that the evaluation path is better characterised by an experimental attitude of constant change with each new programme, rather than a consolidation of practices learned and tested in previous programmes. There seems to be no established evaluation system, and no memory of previous evaluation exercises influencing the design or the outcome of new evaluation activities. It is expected that the pressure of EC structural funds may eventually induce the organisation of the evaluation system in Portugal. Copyright , Beech Tree Publishing.
