Basic indicators for describing the stock of human resources in science and technology (HRST)

Abstract: Science and technology indicators have been used since the 1960s, yet it is only within the last few years that more pressing policy needs for wider-ranging measures of human resources in science and technology (HRST) began to emerge. The measure of stocks of HRST, and the development of indicators which make international comparisons possible, will be a major step forward. The objective of this paper is to present the concepts of HRST and some indications for the measurement of basic HRST populations. Copyright , Beech Tree Publishing.
