Confronting scientists' interests and health objectives: the Spanish Medical Research Fund as a research programme, 1988–1995

Abstract: The budgetary distribution of the Spanish medical research fund (FIS) is followed during an eight-year period, to determine the criteria used in allocating resources. Funds appear to favour well-known scientists and clinicians and leave little for the entrepreneur or new fields of medicine. The analysis suggests that the FIS had much more impact on the Spanish public research system than on the medical-care system. FIS funds reward excellence both in research setting and individual scientists. This professional authority goes beyond medical care towards scientific recognition.
