Measuring the stocks and flows of human resources in science and technology

Abstract: As the 21st century approaches, and as more and more countries move towards the so-called ‘knowledge-based economy’, the need for science and technology indicators becomes more pressing. One key area yet to be fully developed is indicators measuring the human resources in science and technology. The combination of human resources and science and technology is seen as a key ingredient of competitiveness and economic development. The objective of this paper is to present the latest work which has been undertaken in Eurostat to develop a series of indicators, using existing international data, which are capable of comparing the human resource potential throughout the European Union.
