Basic research — a new funding climate?

Abstract:
Research is a success story in modern society, and the growing number of researchers is impressive in most countries. Governments support university research, in particular basic research In recent years governments in many western countries have put considerable constraints on funding research by targeting and earmarking budgets as well as by applying a strong ‘value for money’ approach in calling for efficiency, evaluations, and so on. Major changes in ‘missions’ and organisational structure have occurred in several countries. This paper discusses developments in funding basic research in universities, particularly through the research council system. The evidence comes from ten OECD countries.
