Can a strategic project for a university be strategic to regional development?

Abstract: Universities can significantly contribute to consolidating the coherence of regional innovation systems, to promoting and stimulating cooperation networks and supporting the accumulation of both codified and tacit knowledge. These are vital attributes for regional economic performance under current competitive conditions. The role of the university as a key element within a regional innovation system is even more important when, as in Portugal, regional administrations have a relatively weak intervention capacity. The argument is illustrated by presenting recent policy developments at the University of Aveiro, which is designing a deliberate strategy to strengthen and diversify its links with the socio-economic and institutional fabric in which it is embedded.
