Changing occupational structures and human resources development: Implications for developing countries' regional and global integration

Abstract: This paper discusses the implications of changes in the demand for labour for the development of human resources as the basis for improving developing countries' competitiveness within the context of regional integration and globalisation. The challenge for developing countries is how to manage the passage from ‘old’ to ‘new’ skill required for regional and global competitiveness. Seeking competitiveness through low labour cost offers no possibility of insertion into the international economy. The alternative is to increase industry's adaptive and innovative capacity.
