An entrepreneurial focus to UK new technology-based firm policies

Ian Pownall

Science and Public Policy, 1998, vol. 25, issue 2, 117-133

Abstract: New technology-based firms (NTBFs) have attracted policy-makers' attention over recent years for a variety of reasons, not the least of which is their perceived entrepreneurial and externality advantages. UK NTBF support policies are of two general types: those that operate at the regional level; and those that are facilitated nationally. This paper argues that regional policies address more effectively an entrepreneurially centred perspective of the market. However, nationally driven policies are more relevant to the existing small firm. These issues are explored through a survey of relevant support structures at the national and regional level, their objectives and their degree of support specialisation.
