R&D performance in Japanese companies: A relative evaluation of overseas-based and domestic R&D

Abstract: Using literature surveys and interviews with senior decision-makers in 19 major Japanese companies in electronics and pharmaceuticals, this study examines the performance of Japanese R&D facilities based abroad relative to those based at home. Overseas-based research sites are superior in performance at the basic research stage and domestic ones superior at the development stage. Policy suggestions emerging from the study include the establishment of an ‘Overseas Research Co-operation Fund’, enhancement of basic research in Japan and improvement of the domestic R&D system, and consideration of some global political issues.
