Abstract:
Although a significant amount of research deals with technology roadmaps, most of it focuses on company-oriented rather than public-sector roadmaps. Public-sector R&D is quite different from that of the private sector. Few studies examine the characteristics and structures of public-sector roadmaps in a systematic way. In response, we analyze the state-of-the-art of public-sector roadmaps and suggest a taxonomy and structure for them. For this purpose, we review technology roadmaps and collect data from the public sector. Further, we identify important factors for roadmapping public-sector R&D based on a statistical approach, and conduct a clustering analysis to categorize the types of public-sector technology roadmaps.
