Abstract:
Napoleon Abdulai asks under what conditions can Africa enjoy partnership with its dominant trading partner, Europe. The term ‘partnership’ implies that there is equality, or at least equality in the process of development. He questions if these are the grounds on which relations are currently being negotiated.
