Abstract: Peter Uvin analyses the case of Rwanda as a contribution towards understanding how development aid interacts with the internal processes of exclusion and division that eventually led to the genocide. He asks: What does ‘development’ mean if a country that is seemingly succeeding so well at it can descend so rapidly into such tragedy? He focuses on one of the key issues raised by his book ‘Aiding Violence: The Development Enterprise in Rwanda’: structural violence in relation to both acute violence and development aid.
