Abstract:
Thomas Hammarberg analyses school reform examining: universal access, equal opportunities, the appropriate content of education, positive values, methods of learning, mutual respect, pupil participation, and the role of teachers, parents and the community. He assesses the problems of implementation and ‘affordability’ and asks how the Convention on the Rights of the Child can be of help in school system reform.
