Abstract: Ilja Luciak argues that it may be premature to see the Central American wars as bringing democracy. He suggests that the institutionalization of electoral democracy in the wake of the peace accords is encouraging, but it is by no means a sufficient guarantee that the emerging political structures will reflect popular interests.
