Abstract: Héctor Tejera Gaona analyses the cultural tensions around the introduction of electoral democracy in Mexico City and its challenge to the traditional clientelism. He looks at the different behaviour of the citizens of the city and concludes that the transition to democracy needs many more cultural changes to succeed.
