Nigeria: Private sector creates a public space

Abstract: Cho Khong describes a Royal Dutch Shell scenarios exercise in Nigeria in the late 1990s. He argues that the exercise created the space for an important dialogue at a time when hope and spirits were low. Vision 2010 illustrates how the private sector could work together to support a country undergoing major social and political transition.
