Dilemmas in Kosova: Benign peacekeeping or destructive occupation?

Abstract: The international occupation of the former Yugoslav province of Kosova continues, without clear signs of resolution. The UN, NATO and western powers are demanding ‘standards’ from the Kosovar Albanian majority before they will allow ‘status’ discussions. The main standards rightly apply to human rights and the right of return for the Serb and other minorities. Michael Karadjis argues there has been no guarantee of independence even if the standards are reached. The concurrent recognition of the right to self-determination of the Albanian majority and the right of the Serb minority to return and live in security can ultimately only be achieved via a convergence between the two communities themselves.
