Abstract: In the context of humanitarian reform, Christopher McDowell and Gareth Morrell examine options for responding to the needs of people negatively affected by the construction of infrastructure development projects in the developing world. They focus on involuntary resettlement considering the similarities between development displacees and conflict displacees conceptually and operationally. They ask whether the international humanitarian or international development structures provide the most fruitful routes for improving legal protection and material assistance.
