Abstract: Rebecca MacKinnon argues that it is no longer sufficient for people to assert their rights and responsibilities as citizens of nation-states. If the goals of global social justice and accountable governance are to be served, people now also need to assert their rights and responsibilities as netizens: citizens of a globally connected Internet.
