Abstract:
This article explains cause of development effectiveness gap as due to inadequate project and programme analysis methods used in the development assistance industry, and proposes use of foresight tools as a means of improving teleological effectiveness of development project interventions. The cases cited are based on the authors experience in attempting to introduce foresight and futures thinking at the Inter-American Development Bank.
