Abstract: Abstract The message of the Third International Conference on Financing for Development in Addis Ababa is that developing countries cannot rely on development assistance to fund the implementation of the Sustainable Development Goals. Challenged to mobilize domestic resources, they will need international cooperation to fight tax evasion and illicit capital flows, but agreements on ‘systemic issues’ are still pending.
