Abstract:
This article discusses the idea, which has become dominant among donors, that increasing the coordination of development aid would be an appropriate target in order to improve efficiency. First, we review donors’ initial observation about why aid is ineffective. Second, we present the agenda of coordination resulting directly from these findings. We then critique the work that established and legitimated the agenda of coordination. Finally, we show how the limits of this work, which have largely been overlooked by international institutions, present a challenge to the project of coordination.Cet article discute l’idée, devenue dominante parmi les bailleurs des fonds, selon laquelle la coordination accrue de l’aide au développement serait un objectif pertinent en vue d’en améliorer l’efficacité. Nous revenons d’abord sur le constat de départ fait par les donateurs concernant les causes de l’inefficacité de l’aide. Nous présentons ensuite l’agenda de la coordination qui est le résultat direct du constat d’inefficacité. Nous soumettons alors à une discussion critique les travaux qui ont fondé l’agenda de la coordination. Enfin, nous montrons comment les limites de ces travaux, largement ignorées par les institutions internationales, remettent en cause le projet de coordination.
